Disability benefits tracker 2025-26: SSDI, SSI, COLA and UK PIP
As of 11 October 2026, Social Security and SSI benefits were 2.8% higher for 2026, and the 2027 cost-of-living adjustment was due on 14 October.[1][2] SSA dropped a planned rule that would have reduced the role of age in disability decisions,, and it set a target of a 190-day average wait for an initial disability decision by late fiscal 2026.[3][4] In the UK, the Timms Review of PIP published emerging recommendations on 11 September 2026 ahead of a final report this autumn.[5]
What we know
- Social Security and SSI benefits rose 2.8% for 2026[1]
- The maximum federal SSI payment is $994 a month for an individual and $1,491 for a couple in 2026[6]
- The 2027 COLA is expected on 14 October 2026, when September CPI data are released[2]
- SSA's commissioner told advocates in November 2025 that a planned rule limiting the role of age would not proceed[3]
- Revised SSA cardiovascular listings take effect on 30 October 2026[12]
- 4.1 million people in England and Wales were entitled to PIP at 31 July 2026[13]
- The Timms Review's emerging recommendations are not final; its report is due in autumn 2026[5]
What we don't know yet
- The official 2027 COLA percentage and the resulting 2027 SSI and benefit amounts
- Whether SSA met its target of a 190-day average initial disability decision by the end of fiscal 2026, as official end-of-year figures were not checked for this page
- Whether SSA will revisit any change to the age rules or the jobs data used in disability decisions
- What the Timms Review will finally recommend, and which recommendations the UK government will accept
- Whether and when any change to PIP eligibility would need new legislation
Story status
This tracker follows changes to disability benefits in the US (SSDI and SSI) and the UK (PIP). Each entry is dated and sourced. The next key date is the 2027 Social Security cost-of-living adjustment, expected on 14 October 2026.[2] Rules and amounts vary by person and change over time, so check the Social Security Administration or GOV.UK for your own case. This page is not legal or financial advice.
United States: payments
Benefits rose 2.8% for 2026.[1] The maximum federal SSI payment is $994 a month for an individual.[6] In January 2026 the average SSDI disabled-worker benefit was about $1,633.[7] The 2027 adjustment will reflect CPI-W inflation in July to September 2026.[8] Published forecasts ranged from 3.4% to 3.6%, but only SSA’s announcement is official.[9]
United States: rules and waiting times
In 2025 SSA officials drafted a regulation that would have limited age as a factor in disability decisions. ProPublica and The Washington Post reported it could have denied benefits to at least 830,000 mostly older workers.[10] In November 2025 Commissioner Frank Bisignano told advocates it would not proceed, though SSA made no public announcement at the time.[3] The current age categories remain in the regulations.[11] Separately, revised criteria for heart conditions take effect on 30 October 2026.[12]
On waiting times, SSA aimed for a 190-day average initial decision by late fiscal 2026.[4] Whether it met that target is not covered here: SSA’s own performance pages could not be accessed for this page, and we do not rely on secondary summaries of them.
United Kingdom: PIP
At 31 July 2026, 4.1 million people in England and Wales were entitled to PIP. New claims took a median of 18 weeks.[13][14] After the 2025 climbdown on eligibility, the Timms Review has become the main route to any change.[15] Its September 2026 emerging recommendations focus on fewer award reviews, a simpler form and clearer letters. They keep PIP non-means-tested.[5] More detail is in the PIP explainer.

Questions readers ask
Has the 2027 Social Security COLA been announced?
Not as of 11 October 2026. It is expected on 14 October 2026, the day September CPI data are released, and will take effect with January 2027 payments.[2]
Did SSA change the age rules for disability?
No. A draft rule to limit the role of age was reported in 2025, but the commissioner told advocates in November 2025 that it would not go ahead. Current rules still treat ages 50-54 and 55+ as increasingly limiting.[10][3][11]
When will the PIP review report?
The Timms Review aims to report to the Work and Pensions Secretary in autumn 2026, and the government has committed to reporting the outcomes to Parliament.[22]
